Normally the entire African region countries are eligible to participate in this name selection draw except Nigeria.
If you were born in an eligible country and living in another country or holding PR or passport, you are eligible to submit your application form when they are accepting entries for the American visa lottery.
If you are born in an ineligible country and your spouse is born in an eligible country, you can apply for the selection draw claiming your spouse country for the eligibility.
Neither of your parents was born there or resided there at the time of your birth, you may claim nativity in one of your parents' countries of birth if it is a country whose natives qualify for the program.
Nigeria natives are not eligible to participate in this draw. And the Bangladesh natives are still in the ineligible list to participate as was last year.

Countries that are not eligible as follows, BANGLADESH, BRAZIL, CANADA, CHINA (mainland-born), COLOMBIA, DOMINICAN REPUBLIC, ECUADOR, EL SALVADOR, HAITI, INDIA, JAMAICA, MEXICO, NIGERIA, PAKISTAN, PERU, PHILIPPINES, SOUTH KOREA, UNITED KINGDOM (except Northern Ireland) and its dependent territories, and VIETNAM. Persons born in Hong Kong SAR, Macau SAR, and Taiwan are eligible to participate in this green card lottery.
Why some country natives are not allowed to participate in the program?
Because more than 50,000 people from these countries had immigrated to the USA within the last 5 year period.
